The cultural heritage of historic cities not only has a role to play in making these cities attractive, it must also adapt to new economic, demographic and environmental challenges. For a long time, cultural heritage was managed as a separate subject, but today, it needs to be integrated into the overall city development policy. It needs to facilitate the balance between preserving cultural heritage and sustainable socio-economic development in historical cities in order to strengthen their attractiveness and competitiveness. 

The Council of the European Union, in the Council conclusions on architecture titled: culture's contribution to sustainable development (2008/C319/05), consider that architecture can play an integrating and innovative role in implementing sustainable urban development, in particular by: .......contributing, by its diversity, quality and creativity, to the urban population's cultural enrichment and quality of life and to the economic, commercial and tourism-related vibrancy of towns and cities, in particular by serving as a breeding ground for small and medium-sized businesses. 

Moreover, the EESC calls for the promotion of cultural development and entrepreneurial actions, especially in the area of small and medium-sized enterprises with the ability to identify innovative solutions for regeneration and the creation of green jobs. 

The workshop of the design Lab 3 titled City & Heritage faces this keynote, developing design and project management skills to solve problems in adapting the inherited built environment to new and viable uses, including designing new interventions within a historical or vernacular context.
